Audit Commission's National Fraud Initiative

Data matching to prevent single person discount fraud.

Since 2007 this council has taken part in a data matching exercise involving Council Tax single persons discount as part of the Audit Commission's National Fraud Initiative, a highly successful drive to detect fraudulent or erroneous payments from the public purse.

This exercise was originally a pilot targeting Council Tax and Electoral Registration information, in particular focusing on people receiving single persons discount. This was a highly successful exercise, which identified over £1 million of wrongly claimed discounts from this council.

The London Borough of Hillingdon was highly commended in the prestigious Chartered Institute of Public Finance and Accountancy Cliff Nicholson award in 2007 for innovation in Audit for this work.

Investigations also highlighted some fraudulent housing benefit claims which have been successfully prosecuted and publicised in the local press. All councils are required to participate in this exercise, under section 2A of the Audit Commission Act 1998. It is mandatory and does not require the consent of the individuals concerned under the Data Protection Act 1998.

Data held by the council is used to identify inaccuracies or highlight instances of potential fraud. Data is cross-matched for comparison purposes and matches are reviewed and investigated by the appropriate council, data matching by the Audit Commission is subject to a Code of Practice
