You will need a licence to run a business selling pet animals in the London Borough of Hillingdon.

All persons wishing to sell live animals for commercial purposes require a licence from the council.

What you need to know before applying

Licence duration: The licence is valid from the date of issue and continues in force until the end of the year to which it relates and then expires. Therefore a licence granted part way through the year will only remain valid for the remainder of it.

Eligibility criteria: Any person(s) can apply for a licence providing the applicant is not disqualified from:

The Local authority shall not grant a licence to a person wishing to keep a pet shop.

Exemptions: This licensing procedure does not apply to:

  • the sale of the offspring of a pedigree animal or an animal kept as a pet
  • the business of breeding pedigree animals and the local authority are satisfied that the animals being sold have not been bred but have been acquired for breeding or show purposes and have been found to be unsuitable for those purposes​

How to apply

Applicants can download the application form and submit either by person or online. Applicants must submit along with the application the following:

  • City & Guilds Pet Store Management (for at least one member of staff)
  • Public liability insurance
  • Plan of the site

What happens next

We aim to process the application within 90 calendar days. If you application is refused there is a right of appeal via the licensing sub - committee.
