Dog breeding establishment licence

Anyone who is in the business of breeding and selling dogs will need a licence from the local authority.

Licence summary

A person will be presumed to be carrying on the business of breeding dogs for sale where during any 12 month period five or more litters are born to his/her bitch or bitches which are:

  • kept by him at any premises, including a private dwelling, during any period of 12 months
  • kept by any relative of his at those premises
  • kept by him elsewhere
  • kept by any person under a breeding arrangement with him

No person in Hillingdon may keep a dog breeding establishment unless they have first obtained a licence from the council.   

What you need to know before applying

Licence duration: The licence comes into force on the day on which it is granted and shall remain in force for one year and then expire.

Eligibility criteria: Applicants must not be disqualified from:

  • keeping a breeding establishment
  • keeping a pet shop
  • keeping an animal boarding establishment
  • having custody of animals or have a conviction under the Animal Welfare Act

How to apply

Before a licence is issued a veterinary inspection is required for the establishment, an additional fee will apply.

Note: As part of the online process you may be asked to upload documents eg public liability insurance or confirm dates when fire fighting appliances were serviced etc. You will not be able to complete and submit the application form without this information.

Target completion period

We will process the application [25kb] as quickly as possible. The guideline is within 90 calendar days. Tacit consent does not apply.
