TO ALL AND SINGULAR to whom these Presents shall come Sir Anthony Richard Wagner, Knight Member of the Royal Victorian Order Garter Principal King of Arms, Sir John Dunamace Heaton-Armstrong Knight Member of the Royal Victorian Order Clarenceux King of Arms and Aubrey John Toppin Esquire Commander of the Royal Victorian Order Norroy and Ulster King of Arms Send Greeting! Whereas Clifford John Gadsden Esquire Chairman of the Council of the LONDON BOROUGH OF HILLINGDON hath represented unto The Most Noble Bernard Marmaduke Duke of Norfolk Knight of the Most Noble Order of the Garter Knight Guard Cross of the Royal Victorian Order Earl Marshal and Hereditary Marshal of England and One of Her Majesty's Most Honourable Privy Council that certain new administrative areas known as London Boroughs have been established by the London Government Act 1963 and that by a Charter of Her Majesty Queen Elizabeth the Second bearing date the Tenth day of March 1964 it was granted ordered and declared that the London Borough comprised of the area of the existing Borough of Uxbridge and the existing Urban Districts of Hayes and Harlington, Ruislip-Northwood and Yiewsley and West Drayton be named the London Borough of Hillingdon and that the inhabitants of that Borough should be and were thereby incorporated by the name of The Mayor, Aldermen and Burgesses of the London Borough of Hillingdon with perpetual succession and a Common Seal. That the Mayor, Aldermen and Burgesses of the London Borough of Hillingdon, being desirous that the Common Seal of the said Borough should contain fit and proper Armorial Ensigns duly assigned under lawful authority, he therefore on behalf of the said Corporation hath requested the favour of His Grace's Warrant for Our granting and assigning such Armorial Bearings and in the same Patent such Supporters and such Device or Badge as may be proper to be borne and used by the Mayor, Aldermen and Burgesses of the London Borough of Hillingdon in their corporate capacity on Seals or otherwise the whole according to the Laws of Arms. And forasmuch as the said Earl Marshal did by Warrant under his hand and Seal bearing date the Twenty-eighth day of December last authorize and direct Us to grant and assign such Armorial Bearings, such Supporters and such Device or Badge accordingly. Know Ye therefore that We the said Garter Clarenceux and Norroy and Ulster in pursuance of His Grace's Warrant and by virtue of the Letters Patent of Our several Officers to each of Us respectively granted do by these Presents grant and assign unto The Mayor, Aldermen and Burgesses of the London Borough of Hillingdon the Arms following that is to say: Per pale Gules and Vert an Eagle displayed per pale Or and Argent in the dexter claw a Fleur de lys Or and in the sinister a Cog Wheel Argent on a Chief Or four Civic Crowns Vert. And for the Crest On a Wreath of the Colours Issuant from a circlet of Brushwood Sable a demi Lion Gules with Wings Argent the underside of each Wing charged with a Cross Gules and holding between the paws a Bezant thereon a Mullet Azure as the same are in the margin hereof more plainly depicted. And by the Authority aforesaid We do further grant and assign the Device or Badge following that is to say: A Roundel Vert surmounted of a Mullet of seven points Argent charged with a Mural Crown Gules as here depicted. And by the Authority aforesaid I the said Garter do by these Presents further grant and assign unto The Mayor, Aldermen and Burgesses of the London Borough of Hillingdon the Supporters following that is to say: On the dexter side an Heraldic Tiger Or gorged with an Astral Crown Azure and charged on the shoulder with a Rose Gules charged with another Argent barbed and seeded proper and on the sinister side a Stag proper attired and gorged with a circlet of Brushwood and charged on the shoulder with two Ears of Rye slipped in saltire Or as the same are also in the margin hereof more plainly depicted the whole to be borne and used for ever hereafter by the Mayor, Aldermen and Burgesses of the London Borough of Hillingdon in their corporate capacity on Seals or otherwise according to the Laws of Arms. In witness whereof We the said Garter Clarenceux and Norroy and Ulster Kings of Arms have to these Presents subscribed Our names and affixed the Seals of Our several Offices this Twenty-second day of March in the Fourteenth year of the Reign of Our Sovereign Lady Elizabeth the Second by the Grace of God of the United Kingdom of Great Britain and Northern Ireland and of Her other Realms and Territories Queen Head of the Commonwealth, Defender of the Faith and in the year of Our Lord One Thousand nine hundred and sixty-five.
