Harassment

Harassment covers behaviour of an offensive nature intended to disturb or upset. In the legal sense, it is repetitive and intentional behaviour which is threatening or disturbing.

The council is committed to doing everything possible to support communities to live in harmony throughout the borough. The council has a policy setting out a common understanding of harassment and how incidents, reported by residents, service users and visitors to the borough, should be dealt with.

What is harassment?

The Equalities Act 2010 defines harassment as unwanted conduct related to one of the characteristics below, which has the effect of violating another person's dignity, or creating an intimidating, hostile, degrading, humiliating or offensive environment for the other person. The relevant protected characteristics are:

  • age
  • disability
  • gender (including gender re-assignment)
  • homophobia
  • race
  • religion
  • sexual orientation

If the harassment is not related to one of these protected characteristics, the council may not have enforcement powers but may be able to offer advice.

Tenant information

Hillingdon Council has a responsibility to assist tenants who are experiencing harassment and deal with any tenant who is responsible for causing harassment or allows their family or visitors to harass others. Such behaviour would be a breach of tenancy conditions.

What we can do

We take all complaints very seriously and aim to respond within one working day. We will investigate all reports thoroughly and treat them in confidence, and discuss with you the action you would like us to take. You should contact the police if the harassment amounts to a criminal offence, by phoning 999 or 101.

In dealing with your case we will offer you the facility to be seen by a member of staff of the same sex if necessary and will always carry out interviews in places where you feel safe and comfortable.

In addition to taking legal action against those involved we will discuss what support we can provide.

Report it online

We offer the facility to report incidents 24 hours per day. Online registration is fast, secure and easy and you will only need to it once. It will require a unique email address and a password; once you have registered you will be able to report incidents at a time convenient for you. You will also be able to monitor and track the progress of your reports.
