Supplementary planning documents and guidance

A series of supplementary planning guidance (SPG) and supplementary planning documents (SPD) has been produced by the council to provide greater detail on strategic policies to support decisions on planning applications.

Accessible Hillingdon SPD - Adopted May 2013

The Hillingdon Design and Accessibility Statement SPD seeks to provide guidance for new development in the borough.  The SPD illustrates various design principles and sets minimum design standards to ensure that housing, public, commercial and employment development, requiring planning consent, is fully accessible.

RAF Uxbridge Planning Project

Adopted 22 January 2009

RAF Uxbridge is a large site close to Uxbridge town centre, the  sets out the council's proposals for how RAF Uxbridge should be redeveloped in a way that revitalises the local area and provides benefits for residents from across the borough. The site owners, Defence Estates and VSM Estates, plan to redevelop it. A planning application is expected to be submitted in the summer/ autumn of 2009.

Planning obligations SPD

Adopted 10 July 2014

This Supplementary Planning Document (SPD) provides guidance on the use of planning obligations in Hillingdon for all those involved in the submission and determination of planning applications. 

This new version of the SPD replaces the previous s106 Planning Obligations SPD published in July 2008 and explains how Planning Obligations and CIL will operate alongside each other.

Despite changes to the infrastructure funding regime, Planning Obligations will continue to provide a valuable means of securing site specific mitigation required to make developments acceptable in planning terms. For example, this could include ensuring that developments meet site specific open space requirements of provide sufficient levels of affordable housing. 

Notice of Withdrawal: Planning Obligations SPD

In accordance with Section 20(a) of the Town and Country Planning (Local Planning) (England) Regulations 2012 The London Borough of Hillingdon hereby gives notice of the withdrawal of the Planning Obligations SPD, Adopted by the Council in July 2008.

Affordable housing (SPD)

Adopted 24 May 2006

The SPD provides guidance on the implementation of policies to improve the contribution made by good planning to securing affordable homes in our communities.

The Noise SPD considers both noise sensitive development (such as housing) and noise-generating development. The SPD sets out detailed guidance for the control of noise as part of new development in Hillingdon. Find out more »

Live/work SPD

Adopted 24 May 2006

Live/Work is a new but increasingly important land-use in London, where buildings contain a dual use consisting of specific but separate floorspace for residential and employment purposes. This SPD provides guidance for the development of Live/Work space in the Borough, including how to effectively plan for and manage Live/Work development.

Community Safety SPG 9

Adopted 15 July 2004

It supplements the statutory Hillingdon Unitary Development Plan Saved Policies (September 2007) and is a material planning consideration to be used in determining planning applications. This SPG aims to provide the council, architects, developers, residents and other concerned individuals and groups with guidance about community safety to achieve best practice in order to reduce crime, anti-social behaviour and fear of crime in Hillingdon.

Porters Way planning brief SPD

Adopted December 2005

The SPD provides guidance for achieving a sustainable mixed-use community for the future land use and development of a site at Porters Way, West Drayton. The site is comprised of the former RAF West Drayton, the National Air Traffic Services site and a local parade of shops and flats at Mulberry Parade. Its sustainability appraisal ensures that any significant environmental effects arising from the Porters Way planning brief are identified, assessed, mitigated and monitored.

Land contamination SPG

Adopted January 2014

The SPG aims to provide planners and developers with guidance on when land contamination issues should be considered and the investigation and assessment required to satisfy a contaminated land condition.

Documents adopted

In accordance with Regulation 16(b) and 16(c) of the Town and Country Planning (Local Development) (England) Regulations 2004, any person aggrieved by a Supplementary Planning Document (SPD) may apply to the High Court for permission to apply for judicial review of the decision to adopt the SPD; and that any such application for leave must be made promptly and in any event no later than 3 months after the date on which the SPD were adopted.
