Cowley Mill Road improvements

Hillingdon Council is working to understand and address traffic related concerns raised by local residents and businesses in the Cowley Mill Road area of Uxbridge.

The volume, composition and speed of traffic generated by businesses within the Uxbridge Industrial Estate, Trade City Business Park (former British Gasworks site) and Uxbridge Moor is the source of complaint from neighbouring residents who consider it is having a damaging impact upon their quality for life.

The key concerns include:

  • the volume, behaviour and hours of operation of Heavy Goods Vehicle (HGV) traffic accessing the Cowley Mill Trading Estate, Uxbridge Industrial Estate, Trade City Business Park and Royal Mail Sorting Office
  • the volume, speed and safety of all traffic travelling through the Cowley Mill Road area, including 'rat running' between A408 Cowley Road and A4007 St John's Rd
  • prohibited HGV use of weight restricted Swan Bridge
  • accessibility for non-motorised travel in and around study area
  • general impact of traffic noise and emissions on the quality of life

The council commissioned transport consultants SYSTRA to undertake a thorough qualitative and quantitative data collection exercise to identify specific problems and develop an evidence based package of measures to address key issues and opportunities. The study has combined independently collected survey data with the outcomes of local household and business surveys.

Key proposals generated from the study are:

  • traffic calming along Waterloo Road 
  • realignment of the junction of Waterloo Road / Rockingham Road (completed)
  • width restriction on Swan Bridge to enforce the weight limit
  • review of the operation of Waterloo Road / Cowley Mill Road junction

On Tuesday 27 January 2015, Cllr Burrows, as Cabinet Member for Planning, Transportation and Recycling and as a local Ward Member hosted a meeting for local residents. 

The meeting was attended by fellow ward members, Cllr Burles and Cllr Copper. Officers presented the outcome of the report and Cllr Burrows chaired a question and answer session with residents.

Works to date

Waterloo Road Traffic Calming: Speed tables have now been installed along Waterloo Road. In around 6 months time, once drivers have become used to the new arrangements speed surveys will be carried out to see if the tables have reduced speeds. Early impressions are that the speed of traffic has fallen, improving road safety. 

Cowley Mill Road East Footway works: The footways along Cowley Mill Road (East) have now been resurfaced which has improved the appearance of the area, removing any tripping hazards and made it an easier route for those using wheelchairs and pushing prams.

Forthcoming Works

Bridge over Grand Union Canal: The bridge over the Cowley Mill Road has a weight limit but surveys have shown that large vehicles frequently ignored this limit. The relevant road signage is due to be installed shortly. Following this works will begin on a physical width restriction on the bridge to enforce the weight limit that is in place. The weight limit on the bridge will be reduced to 7.5 tonnes. 

Access to the Grand Union Canal: In partnership with the Canal and Rivers Trust, works will shortly begin on improving the access to the Grand Union Canal from Cowley Mill Road (West). The overgrown vegetation will be cut back and the footpath properly surfaced creating a durable access onto the Canal.

The timetable below list the works that the Council is currently planning to carry out in the Cowley Mill Road area. At this stage all scheme and dates are subject to funding opportunities and support from local residents and Ward Councillors.
