Hillingdon Council budget proposals for 2018/19

Each year the council must consider and agree a balanced budget for its services and the amount of local council tax to be raised from residents, and businesses, to help fund this budget.

In considering its options for 2018/19, the council is keen to hear the views of residents and local businesses on its budget proposals. The draft budget was approved by Cabinet on 14 December 2017 and the final budget for 2018/19 will be approved at a meeting of full council on 22 February 2018.

Summary of proposals

The council will once again deliver a council tax freeze for all residents for 2018/19.

Despite continuing reductions in government funding and a population rising at both ends of the age spectrum, which is putting increased pressure on our services, the council will freeze council tax for a tenth successive year for 2018/19. It will also be the twelfth year that council tax is frozen for over-65s.

For the third year running, Hillingdon residents will not be charged the social care precept (an additional charge of up to three percent added to council tax bills, which 147 out of the 152 councils in England added in 2017/18). 

There will be no reduction in service delivery with no facility closures, a continued free weekly refuse collection and recycling service, and most fees and charges will continue to be set at a rate that is at least 10 percent cheaper than those in neighbouring boroughs. 

There will also be continued investment in facilities and services, including:

  • additional school places at both primary and secondary level
  • £30 million funding for a new swimming pool in the Yiewsley/West Drayton area
  • further investment in local highways, totalling £3 million for 2018/19
  • boroughwide library and leisure centre refurbishment programmes
  • a new recycling centre in the south of the borough 
  • a free bulk item collection service for residents
  • support for youth uniformed groups (Scout, Guides and Cadet)
