HS2: Signalisation of Swakeleys roundabout consultation

The construction of HS2 will have a significant impact on the road network serving Uxbridge, Ruislip, Ickenham and Harefield. The council's long held position is that the capacity of the road network cannot accommodate the extra vehicular traffic necessary to construct HS2.

To some extent, HS2 Ltd acknowledged the likely harm following significant pressure from the council and local residents. The main works contractors who will deliver HS2 are currently investigating measures to reduce the traffic numbers presented by HS2 Ltd earlier in the design process. Running concurrent with this exercise, HS2 Ltd also considered methods to improve capacity on the network, particularly at key junctions.

The only tangible proposal to emerge from this second exercise stemmed from the belief that partial signalisation of Swakeleys roundabout would increase capacity by allowing traffic to move more freely on to and off the roundabout.

The council had no objections to work being undertaken to support the case for signalisation, but would withhold consent to the physical works and operations if:

  • such modelling demonstrates that the works will create unacceptable impacts on road network operations (including the wider network)


  • the works pose any undue safety risk or require any significant structural works to the roundabout


The traffic modelling work has now finished and the results have been passed to the council for consideration. However, before making any determination on the works the council has secured time for a public consultation to seek opinion and views on the merits of the partial signalisation of the roundabout. Whilst the work is technical in nature, it is only right that those it will impact most have a chance to consider the information, whether in technical detail, or in principle.

To that end, the information presented by TFL to support the case for partial signalisation is presented in full. This is highly technical data with a detailed report (with helpful introduction) and a presentation of the data (with helpful summary of the findings in tabular form). This work was undertaken by TFL on behalf of HS2 Ltd.

This consultation ended on 16 October 2018.
