Massage and special treatments

Businesses offering special treatments within the borough are licensed under the London Local Authorities Act 1991 (as amended)


Hillingdon's Environmental Health Team has officers who administer the issue of licences and carry out inspection of premises. All premises offering Special Treatments must apply for and be licensed before they commence trading. In certain circumstances a business may be granted an exemption from licensing when the therapists or practitioners are members of a particular professional body.

The application process requires that businesses carry out the following:

  • Complete an application form giving details of the premises to be used and the treatments that are going to be performed;
  • Provide details and proof of the qualifications of the therapist or practitioners that will be carrying out treatments;
  • Display a poster in a premises window for 21 days.

Hillingdon Council has agreed and adopted a set of 'Special Treatments Regulations - Licence Conditions'. These regulations require a person to hold a license and to comply with the licence conditions when they operate a premises providing special treatments. Failure to comply, may result in formal action being instigated and could lead to a fine of up to £2,500.

The following treatments currently fall under of the scope of Special Treatments Licensing with each treatment having a code of practice that the applicants must follow.

  • Acupuncture
  • Body piercing
  • Chiropody
  • Cosmetic piercing
  • Electrolysis
  • Facial treatments
  • Massage Treatments, Aromatherapy and Reflexology
  • Nail treatments
  • Non-surgical lasers & intense light source systems
  • Saunas and Steam Rooms
  • Spa pools
  • Tattooing
  • U V light treatments
  • Other treatments of a like kind to those listed above


The London Borough of Hillingdon licenses businesses offering massage and special treatments within the borough.
All applicants must abide by the codes of practice laid down by Hillingdon Council for each treatment they offer.

The London Borough of Hillingdon has made Regulations under Section 10(1) of the London Local Authorities Act 1991, prescribing standard conditions applicable to all Special Treatment premises located in the London Borough of Hillingdon.
