National survey of adult carers 2025

Local authorities in England with responsibility for providing adult social care services are required to conduct a postal survey of adult carers every two years.

The Personal Social Services Survey of adult carers has been developed by NHS England to learn more about whether services received by adult carers are helping them in their caring role and their life outside of caring, and also about their perception of the services provided to the person they care for.

Nationally the results from the survey will feed into the policy context in which increasing consideration is being given to the role of carers. It will also be used to populate several measures in the Adult Social Care Outcomes Framework. National results will be published in 2026.

In Hillingdon the results will also be used to:

  • help understand how well carers needs are being met
  • gain information to enable Hillingdon council to monitor and improve services for carers
  • assist in planning services for the future

Surveys will be distributed in a standard format and can be provided in large print or different languages upon request.

The survey will be distributed from Monday 6 October 2025 to people who are or have been recorded as carers in the last 12 months (11 September 2024 to 10 September 2025). The last date for the return of surveys is Sunday 30 November 2025.

A telephone helpline, through HSCD, 01895 556633, is available for carers to answer any questions they may have regarding the survey.

Please could you encourage any adult carers who receive the survey to complete it.

To ensure you are able to answer any questions from carers please read the HSCD Horizon information sheet carers survey 25-26 (PDF, 80 KB). If an interpreter is needed, see our Translation guide (PDF, 166 KB).
