Former telephone exchange added to local list

Tuesday 7 October 2025: Hillingdon Council has added North Hayes Telephone Exchange to the borough's local list, recognising it as a building of architectural and historical significance.

Following a six-week public consultation, held earlier this year from 1 January to 13 February, in which 68 per cent of respondents supported the inclusion, the council's Cabinet requested further investigation into its redevelopment potential if it was added. After completing this review, the decision to add the telephone exchange was formally approved last month. 

The exchange is an example of Brutalist architecture, prominent in England from the 1950s to the 1970s, with its innovative use of pre-cast concrete and thoughtful design that balances functionality with visual impact. Retaining nearly all its original features, the building reflects a significant period in design and construction and holds strong heritage value for the local community. 

The local list recognises buildings of architectural or cultural value in the borough—ranging from homes and offices to churches and landmarks.  

Cllr Steve Tuckwell, Hillingdon Council's Cabinet Member for Planning, Housing and Growth, said: "We're lucky to have a borough rooted in history and shaped by unique architecture. The council is committed to preserving, celebrating and enhancing these spaces for future generations. 

"The local list provides us with the opportunity to ensure new developments respect our borough's unique heritage and that these qualities are considered during planning decisions. 

"Another key tool is the update to our Local Plan, which we'll soon be inviting residents to comment on to safeguard important sites and green spaces."
