Additional licensing of HMOs consultation
Hillingdon Council, like all local authorities, is required to operate a mandatory licensing scheme for larger Houses in Multiple Occupation (HMOs).
We are considering introducing a borough-wide Additional HMO Licensing Scheme aimed at improving housing conditions and management standards in smaller HMOs - specifically those occupied by 3 or 4 unrelated individuals sharing facilities.
We are inviting residents, landlords, agents, and stakeholders to share their views on proposals on the proposed borough-wide Additional HMO Licensing Scheme.
The proposed scheme aims to build on the progress made under the existing framework, continuing efforts to raise standards in the private rented sector and ensure safe, well managed accommodation.

Who can participate?
We welcome feedback from Hillingdon residents—particularly private tenants, landlords, managing and letting agents, and any organisations with an interest in the borough's private rented housing sector.
