Council tax premium on second homes consultation
We are proposing to introduce a council tax premium on second homes across the borough.
What is a second home?
A second home is a property that you own or rent which is furnished but not used as your main residence, for example a holiday home.
Currently the council charges the standard council tax rate on second homes. However neighbouring councils began applying a premium from 1 April 2025.
Proposal
The council has the option to introduce a 100% council tax premium on second homes. This means owners of second homes would pay double the standard council tax on those properties. This is in line with the powers granted under the Levelling-up and Regeneration Act 2023.
This proposal is part of a national effort to help tackle the housing crisis by encouraging better use of empty homes. The additional funds raised would support local services and help people in housing need.
You can find more information on how council tax works for second homes and empty properties on the GOV.UK website.
