Working Age Council Tax Reduction Scheme consultation
We are proposing changes to the Council Tax Reduction Scheme for working age residents.
Our Working Age Council Tax Reduction Scheme was last updated in April 2020, since then it has been reviewed annually and changes were made to the scheme in 2023 and 2025.
The banding scheme makes council tax reduction assessments easier, so small income changes don't affect the reduction. This means less uncertainty and fewer revised bills for taxpayers.
The proposed changes aim to reduce costs fairly because rising demand is putting a lot of pressure on the limited budget.
From April 2026 we propose to:
- increase the weekly non-dependant deduction from £10 to £12
- reduce the maximum award in the vulnerable scheme from 80% to 75%
- apply a standard non-dependant deduction across all schemes.
Please note: The proposed changes will not affect applicants of pensionable age, as they are protected by legislation.
